The European Commission has launched an investigation into the suspected circumvention of anti-dumping measures imposed on imports of birch plywood originating in Russia.

The European Commission has launched an investigation into the suspected circumvention of anti-dumping measures imposed on imports of birch plywood originating in Russia. The focus is on imports consigned from Turkey and Kazakhstan, regardless of their declared origin, and the potential measures to tackle the circumvention.

This investigation takes place as a result of the concerns that have arisen about some Russian birch plywood exporters using third countries as transit to avoid the anti-dumping measures and sanctions on the import of wood products from Russia and Belarus.

The illegal Russian plywood is not only harming the European industry, but also posing serious risks for the importers or buyers of this illegal plywood. Currently, importers of Russian or Belarusian wood products face potential penalties under multiple scenarios, including:

  • Infringement of anti-dumping duties
  • Violation of EU Timber Regulation
  • Breach of EU sanctions against Russia and Belarus
  • Non-compliance with FSC (Forest Stewardship Council) and PEFC (Programme for the Endorsement of Forest Certification) Chain of custody certificates. Wood from these countries is classified as “conflict timber”
